- C-191 — Before he was an alderman Charles S. Lilley was an inspector of elections for Ward Five (term to 1880). As alderman in 1879 he sat on the joint standing committees on Accounts, Claims, Education and Streets, and on the Board of Aldermen's committees on Enrollment and on Repairs of Streets.
